I owned one of those at one time. It was labelled as CANOX, but was a Miller in disguise. It was a good machine 180Amp AC max. The best part was that as a generator it only had to run at half speed...

That tool is called a devil's claw. It was used for dragging heavy chain around.
Used in mills and shipyards where heavy 3/4" or maybe larger was used for rigging.
