Yeah well not always...

So to wrap up this thread, it is fixed and running...

We were chasing the problem and last night decided to pull the crankcase
cover off and see if anything was amiss. The governor did not seem to work
and provide the feedback it should be giving. Well we found the problem.

Key #11

This part is what moves the governor arm depending on the position of the fly
weights. Some how it fell off. We found it undamaged in the bottom of the
crankcase re-assembled the governor and crankcase and most of the engine.

Robbie finished the remaining throttle controls setting the high and low idles
today and reassembled the drive belts and mower deck and is mowing as I
type this.
